Planning and Development Engineering Manager

POSITION SUMMARY:
Responsible for leading the planning, design, permitting, budgeting, and construction of infrastructure and tenant development projects across Mobile Airport Authority (MAA) campuses. This includes managing capital improvement and maintenance projects from concept to completion, developing engineering plans, coordinating with internal departments and outside agencies, and ensuring compliance with FAA regulations and funding requirements.

Duties include scope development, consultant oversight, bid package preparation, cost estimating, schedule management, site inspections, public presentations, and tenant communication. The role also provides technical guidance to project staff and assists in long-term planning efforts.

Requires knowledge of civil engineering principles, project management, FAA AIP/PFC funding, and regulatory compliance. Must be proficient in design software (AutoCAD, MicroStation), possess strong communication skills, and demonstrate the ability to manage complex projects and coordinate with multiple stakeholders.

Bachelor’s degree in civil or related engineering field and 5–7 years of airport engineering experience required. E.I.T. or P.E. required per timeline. Valid driver’s license required. Salary commensurate with experience.
