NOTICE IS HEREBY GIVEN that the Board of Commissioners, Palm Beach County, State of Florida, will receive sealed bids from qualified Contractors, at:

Palm Beach County Department of Airports

846 Palm Beach International Airport

until the hour of 2:00 PM, Local Time, February 24, 2026, and said bids will be opened and publicly read immediately thereafter in the conference room, at the above address, on the same day for:

Palm Beach County Park/Lantana Airport (LNA)

North Palm Beach County General Aviation Airport (F45)

LNA and F45 PAPI and LNA Beacon Replacement

Palm Beach County Project No. DOA 25-13

Palm Beach County Department of Airports

The work generally consists of: The removal and replacement of the existing Airport Rotating Beacon and Beacon Tower, at LNA, including all required electrical demolition, new connections, modifications, and site improvements. Work also includes installation of the new tower foundation, clearing of the site, sodding and stabilization of the access road for future maintenance access. In addition, at Lantana Airport, work will also include two (2) new airfield guidance signs. Furthermore, work also consists of the removal of eight (8) existing PAPI systems and installation of eight (8) new 2-box current powered PAPI systems, six (6) at LNA and two (2) at F45.

All conditions and requirements for bid submission, consideration, and award are contained in the Contract Documents, which include the plans and specifications. The work must conform to plans and specifications, which may be obtained or examined on or after January 26, 2026. The Contractor should access the site on a daily basis to be aware of any new data (addenda) that is added to the site. The Department of Airports is not responsible for failure to obtain all documents required in order to be considered responsive.

Bid proposals must be submitted on the forms provided by Palm Beach County and accompanied by a bid security in the form of a certified check, cashier's check, money order or a bid bond submitted on the form provided, in favor of Palm Beach County in the amount of not less than five percent (5%) of the bid price.

All bids must be submitted in a sealed envelope as described in the INSTRUCTIONS TO BIDDERS.

Bidders are encouraged to attend a Pre-bid Conference to be held at 10:00 AM Local Time, on February 5, 2026, in the Department’s main conference room. Interested individuals can contact the Department of Airports for directions:

In accordance with the IFR and associated guidance issued by the USDOT Office of Civil Rights dated September 30, 2025, no DBE goal has been established has been established for this solicitation. Palm Beach County encourages participation by all firms qualifying under this solicitation, regardless of business size or ownership, including Small Business Concerns as defined in 49 CFR §26.5.

The Palm Beach Board of County Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex , age, or disability in consideration for an award.

All Bidders must be licensed in accordance with Florida Laws at the time of bid submission.

This project is subject to mandatory federal contract requirements/provisions, as may be amended, which shall be made a part of any contract awarded and include, but are not limited to, compliance with the following regulations:
