JOB SUMMARY

Responsible for strategic direction and oversight for commercial real estate, airline real estate, concessions, parking, ground transportation, and other revenue-generating programs.  Directly supervises the Property Leasing Manager and other departmental positions as assigned.

This position develops and executes comprehensive commercial and revenue strategies which includes the execution of all land development, land acquisition, lease administration, business development programs and oversight, marketing and recruitment of industrial, retail, office and business park tenants for the Sarasota Manatee Airport Authority. The work requires understanding and application of Real Estate, Legal, Property Administration, Marketing, Leasing, Development, Planning, Design, Permitting, Construction and Budgeting disciplines.  The work is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in achieving expected results.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's Degree in Business Administration, Finance, Real Estate Management, or Law Degree or closely related field or the equivalent combination of education and experience.

Ten years of progressive experience in revenue generation, commercial development, property management, leases and contracts, five of which were in a supervisory capacity.

Law degree and legal experience, preferred. 

Licenses and Certifications:

Real Estate Sales Associate, preferred.

 

JOB RESPONSIBILITIES

Essential Job Responsibilities:

Directs, supervises, delegates, hires, recommends terminations, counsels, and conducts performance evaluations for Directors and Managers in the Properties department.  Oversee their activities ensuring compliance with all Airport policies, laws, and FAA regulations. 

Responsible for providing strategic direction and oversight in all areas of revenue generation, including but not limited to the real estate development of airport lands, including aviation real estate, non-aviation real estate, commercial and industrial, retail, office and hotel development, and non-aeronautical sources including parking, concessions, ground transportation, advertising, and sponsorships.

Analyzes and prepares summaries and recommendations regarding real estate development opportunities.

Creates and executes strategic land development plans as directed/approved by SMAA.

Negotiate potential brokerage agreements for potential lease projects and manage the broker/transactions.

Negotiate potential joint venture/participation or other business agreements for potential development projects and manage the transactions.

Negotiate and manage SMAA self-development projects including leases, entitlements, design/construction with the assistance of the Engineering department.

Oversees, directs, manages and markets the Authority's properties, concessions, rentals, land and facility development and leasing, with focus on regulatory compliance, revenue growth and diversification.

Acts as the primary liaison with Airline, concessions, and ground transportation representatives regarding budget and lease matters.

Oversees the assignment of work, training, supervision, hiring, performance evaluations, and disciplinary actions of the Properties Department staff.

Oversees the negotiations of terms and conditions for leases, contracts, permits, and other agreements with existing and potential tenants.

Oversees and in coordination with Authority legal counsel, drafts contracts, lease documents, purchase, and sale agreements, makes changes as required, and ensures documents are distributed to appropriate parties.

Fosters and maintains positive tenant relationships and serves as the Airport liaison regarding property issues between Airport administration and tenants. Investigates complaints and recommends resolutions.

Develops and implements policies and procedures for business development, including concession space and/or buildings, determining new ways to use existing owned industrial and business park properties to increase revenue, and locating interested parties to provide additional services.

Oversees and maintains all property-related contracts.  Reviews contracts and insurance for compliance with regulations and Authority policies.  Tracks contracts and insurance policies to identify renewal dates.

Oversees and coordinate leasehold improvements with tenants and all applicable Authority departments to ensure compliance with agreements and the Authority’s minimum standards, rules and regulations.

Oversees and evaluates tenants' compliance with terms and conditions of leases and sends notices when exceptions occur.  Follows-up until the tenant complies.

Perform due diligence audits, interviews and inspections of prospective tenants to determine proper use, tenants’ job knowledge and financial stability, with overview of assessing competence and probability of successful lessor/lessee relationship.

Addresses inquiries from customers on a wide array of complex and technical matters related to area of responsibility.

Provides timely and accurate information and assistance to other Authority departments, tenants and customers.

Prepare reports and presentations as required.

Attend conferences, public and professional meetings.

Reviews and Oversees Department budget and revenue forecast and monitors annual expenses and revenue.

Supports the Executive Vice President, Chief Financial Officer in the preparation of the agendas for meetings of the Authority Board.  Attends and interacts in all meetings of the Authority Board.

Advises the President, Chief Executive Officer and Executive Vice President, Chief Financial Officer on all matters related to revenue.

Other Job Responsibilities:

Performs special projects as assigned by the Executive Vice President, Chief Financial Officer.

Represents the Airport at public meetings when issues relate to area of expertise or as directed by the Executive, Vice President, Chief Financial Officer.

Performs other related duties as required.
