Summary
The Airport Manager is responsible for the professional administration, regulatory compliance, development, and daily operations of the Ormond Beach Municipal Airport. This position provides strategic leadership for airport operations, maintenance, safety, and capital projects. Significant independent judgment is exercised in managing airport programs, and coordinating with federal, state, and local aviation partners.
Essential Duties and Responsibilities
Manages airfield, facility, and grounds operations to ensure safe, efficient, and compliant airport activity and airport safety and security in compliance with FAA regulations, FDOT requirements, and all applicable local ordinances and standards.
Conducts regular inspections of airport property, infrastructure, equipment, and airside/landside systems. Negotiates, administers, and monitors leases, contracts, and operating agreements.
Assigns responsibility and delegates authority as necessary to ensure an efficient and effective airport operation on a 24-hour, 365 day-a-year basis.
Manages development and implementation of long range airport plans, including the Airport Master Plan, capital improvement programs, airfield modernization, and facility expansion.
Studies the need for and seeks to implement means to expand revenue generation designed to make the airport self-sustaining.
Prepares and administers the annual airport budget, monitors expenditures, and ensures fiscal accountability.
Works in close coordination with the Economic Development Director in the promotion, development, and marketing of Ormond Beach Airport.
Monitors, responds to, and manages citizen and neighborhood inquiries and concerns regarding airport operations, aircraft noise, and airfield activity.
Remains abreast of legislative, regulatory and technical development impacting airports and providing regular updates to the Economic Development Director and City Management.
Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
Meets attendance requirements.

Education and/or Experience
Bachelor’s degree in Aviation Management, Aviation Administration, Aviation Technology, Airport Management or a closely related field paired with a minimum of five (5) years of progressive experience in airport management or aviation administration, including airport operations, regulatory compliance, capital project management, or airport property/lease administration.

Valid Florida Driver’s License.
Accredited Airport Executive (AAE) or Certified Member (CM) designation from the American Association of Airport Executives (AAAE).
Experience administering FAA and FDOT aviation grants, including Airport Improvement Program (AIP) projects.
Experience with airport capital project planning, construction oversight, and compliance documentation.
