This is a professional and technical role within a centralized procurement environment, responsible for managing the full lifecycle of competitive solicitations for commodities and services. The Procurement Agent serves as a strategic partner to internal departments, ensuring the acquisition of goods and services is conducted with high integrity, transparency, and fiscal responsibility. 
Work is performed under the general direction of the Procurement Manager and requires a high degree of independent judgment and ability to build and maintain professional relationships with both internal Authority staff and external vendors for the Southwest Florida International (RSW) and Page Field (FMY) Airports.

 

Minimum Qualifications

 

 

  • A valid Florida driver’s license within 30 days of hire
  • Associate degree from an accredited institution
  • A minimum of two years professional-level experience in a procurement or purchasing environment
  • An equivalent combination of education and experience may be considered
  • Must possess or have the ability to obtain a Certified Professional Public Buyer (CPPB) or National Institute of Governmental Purchasing Certified Procurement Professional (NIGP, NIGP-CPP) certification within three to five years of hire
  • Must successfully pass a criminal background screening, drug test, and meet the requirements to obtain a Security Identification Display Area (SIDA) badge, through the SIDA training process 
Preferred Qualifications
  • Professional certifications: CPPB, NIGP-CPP, or other nationally recognized procurement certification
  • Prior experience in a centralized public procurement environment
  • Familiarity with Florida Sunshine Law and government contracting standards
Duties and Responsibilities
  • Review and authorize purchase orders and change orders within delegated authority in the Authority’s Enterprise Resource Planning (ERP) system
  • Ensure complete and proper supporting documentation are included with requisitions prior to generating purchase orders and change orders
  • Assist with vendor management and performance issues, working toward amicable resolve while ensuring contract compliance
  • Research vendor name changes and update all applicable systems/documents accordingly
  • Facilitate contract renewals in a timely manner 
  • Maintain solicitation and purchase files, reports and records
  • Maintain contract data base, produce expiration reports and maintenance 
  • Perform vendor outreach and conduct presentations
  • May be assigned work in a specialized commodity category
  • Performs other related work as required

 

 

Knowledge, Skills, and Abilities

 

Knowledge of: 

  • Standard procurement methods, including quotations, competitive bidding, and proposals
  • Business practices and procedures specifically related to a centralized purchasing environment
  • Automated procurement systems, word processing applications, and spreadsheet software
  • Authority purchasing policies, established procedures, and applicable procurement regulations
Skills in:
  • Gathering, evaluating, and analyzing complex data, solicitation responses, and vendor responsibility
  • High-level prioritizing and tracking of multiple projects concurrently to meet the changing demands
  • Maintaining professional and diplomatic exchanges, both orally and in writing, with staff, vendors, and other municipalities
 Ability to:
  • Interpret and apply complex purchasing policies, procedures, and legal requirements
  • Establish and maintain effective working relationships with all levels of staff, vendors, and the general public
  • Express ideas and technical information clearly and concisely in both oral and written formats
  • Exercise independent, ethical judgment and accept personal responsibility for procurement decisions
  • Lead and chair pre-bid conferences, evaluation committee meetings, and formal openings
Emergency Response/Recovery Activities
Lee County Port Authority personnel are designated by tier levels and may be called upon to assist with an emergency or unforeseen event at any time. Employees may be called to fulfill duties that are outside their normal scope of work to assist in resuming airport operations and flight activities.
