Senior Manager, Engineering & Construction

The Senior Manager, Engineering & Construction is a senior position reporting to the Director of Engineering and Construction. This position is responsible for coordinating complex engineering and construction projects for the Southwest Florida International Airport (RSW) and/or Page Field General Aviation Airport (FMY). The primary role of this individual is to keep projects on schedule, under budget and fully coordinated. This position requires significant experience leading large-scale, multi-disciplined projects involving architectural, engineering, and construction elements.

Minimum Requirements

• A valid Florida driver's license within 30 days of hire
• Graduation from an accredited four-year college or university with a degree in engineering, architecture, construction management/science or related field and a minimum of 10 years' experience in engineering, construction contract administration/management, program management, or an equivalent combination of education, training and experience, including work with increasingly demanding management responsibility, on large government, public works or airport improvement projects, 
• Must successfully pass a comprehensive criminal background screening and drug test, and meet all requirements to obtain and maintain a Security Identification Display Area (SIDA) badge prior to employment

Preferred Qualifications

• Certification as a Professional Engineer (PE), Architect, Certified Construction Manager (CCM), Program Management Professional (PgMP) or equivalent
• Experience with aviation-related projects, including Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), and Transportation Security Administration (TSA) coordination

Key Responsibilities

• Manage complex projects involving multi-disciplined architectural, engineering, and construction elements
• Ensure projects are on schedule, within budget and fully coordinated
• Participate in construction contractor and consultant contract negotiations; design milestone meetings; pre­ design, pre-bid and pre-construction conferences; construction progress meetings; substantial and final completion meetings; and any other meetings as required to advance the necessary progression of development projects
• Coordinate extensively with Port Authority divisions, regulatory agencies, consultants, contractors, tenants, and stakeholders
• Develop and manage project budgets, schedules, reports, and construction documents; prepares justification statements, cost estimates, and scopes of work
• Prepare, negotiate, and implement professional service agreements and contracts for design, construction administration, and construction management
• Oversee contract compliance, quality assurance, and quality control procedures to ensure project excellence
• Provide supervision, guidance, and performance evaluation of subordinate staff and consultants
• Represent the Port Authority in design, bid, pre-construction, and construction progress meetings
• Provide recommendations to the Department Director regarding personnel, process improvements, and resource allocation
• Ensure projects comply with applicable laws, codes, regulations, and environmental requirements
• Contribute to maintaining positive morale and effective communication within the department/division
